Parliament Winter Session 2023: Key bills and session dates
The Winter session of Parliament is expected to begin in the second week of December and might conclude before Christmas, according to sources. PTI on Wednesday reported that the session is anticipated to kick off a few days after the election results are announced in five states on December 3.

Three significant bills to replace the Indian Penal Code, the Criminal Procedure Code, and the Evidence Act will likely be considered during the session. The standing committee on Home has recently adopted these three reports.
Traditionally, the Winter session begins in the third week of November and wraps up before December 25. CNBC-TV18 had earlier reported that the Winter session is likely to begin on December 9. It is also anticipated that this session will be of a shorter duration than what is typical.
The government is looking at concluding the interim Budget Session before the Lok Sabha elections 2024 as the voting usually begins in April.
Another crucial bill pending in Parliament pertains to appointing the Chief Election Commissioner (CEC) and Election Commissioners (EC). Although it was introduced during the Monsoon session, the government did not push for its passage during the special session of Parliament, given the opposition and former Chief Election Commissioners' protests.
The government seeks to elevate the status of the CEC and ECs to that of the Cabinet Secretary, currently enjoying the status of a Supreme Court judge.
In the most recently held Special Parliament Session, the Lok Sabha recorded 137% productivity, while the Rajya Sabha registered 128%. The special session ran from September 18-21 and had four sittings.
Only one Bill, the Women's Reservation Bill 2023, was passed by both Houses during the special session. It marked a significant moment in the history of India, with Prime Minister Narendra Modi thanking all the MPs and political leaders for passing the bill with a majority. The Bill sought to reserve 33% of seats for women in the Lok Sabha and state assemblies.
