China defends blocking Azhar terror listing: Here's what experts have to say

China on Thursday defended its fourth "technical hold" on the designation of Pakistan-based JeM chief Masood Azhar as a global terrorist, saying the move would give it time for a "thorough and in-depth assessment" of the case and help the parties concerned to engage in more talks to find a "lasting solution" acceptable to all.

The proposal to designate Azhar under the 1267 Al Qaeda Sanctions Committee of the UN Security Council was moved by France, the UK and the US on February 27, days after a suicide bomber of the Jaish-e-Mohammed (JeM) killed 40 CRPF soldiers in Jammu and Kashmir's Pulwama, leading to a flare-up in tensions between India and Pakistan.
The proposal was the fourth such bid at the UN in the last 10 years to list Azhar as a global terrorist.
Adding Azhar to the blacklist would have led to imposition of strict restrictions on him and his terrorist organisation Jaish-e-Mohammed, including the freezing of assets. India’s external affairs minister Sushma Swaraj has expressed disappointment and said that the United Nations is ineffective when it comes to combating terror.
Meanwhile, Congress chief Rahul Gandhi hit out at Prime Minister Narendra Modi's China diplomacy. Attacking his bonhomie with Chinese President Xi Jingping, he tweeted that the Prime Minister was scared of Chinese President and did not open his mouth when the latter acted against India.
The economic wing of RSS, Swadeshi Jagran Manch called for a boycott of Chinese products on Thursday, after China foiled a bid to blacklist the head of a Pakistan-based militant group that claimed a suicide attack in Kashmir.
In an interview to CNBC-TV18, CV Ranganathan, former India envoy to China; Phunchok Stobdan, former envoy expert on Inner Asian Affairs; Ananth Krishnan, visiting fellow, Brookings India; Vijay K Nambiar, former under-secretary-general, UN and former envoy of India to China, discussed China’s stance on Masood Azhar and UNSC’s failure to blacklist JeM chief.
Nambiar said, “I do not think that this was unexpected. However, at the same time, I do not think we could have done anything less than what we did. It was important for us to try and press the Chinese very strongly, to see if they can deliver on some of the promises that they had made.”
On Swadeshi Jagran Manch’s call for boycotting trade with China, Krishnan said, “If you look at the kind of goods we import from China, the things that consumers buy whether it is toys or cheap Chinese goods, they account for very small percentage of trade. It is mostly telecom equipments and power equipments. So, consumers boycotting is an emotional response and is not going to have an impact on China’s strategy or China’s relationship with Pakistan.”
