The deadline to submit 'life certificate' or 'Jeevan Praaman Patra' for government pensioners is November 30, 2023. This annual requirement is imperative for the continuous disbursal of pensions, serving as proof of life for pensioners. The life certificate is a means for authorities to verify the existence of approximately 69.76 lakh central government pensioners and numerous others under state government and affiliated institutions.

How to submit the life certificate
Manual submissions (apart from doing via bank/post offices):
Via postman: One can utilise the India Post Payment Bank website to request a postman's assistance for digital certificate submission from the comfort of home. This doorstep service, initiated in 2020, ensures that the postman comes to pensioners' homes to collect and submit the life certificate.
Through designated officer: The Central Pension Accounting Office allows pensioners who prefer not to visit the Pension Disbursing Agency to submit their life certificates. The certificate must be signed by a designated official as listed by the CPAO.
Digital options:
Via portal/app: Pensioners can opt for the Jeevan Pramaan portal/app, requiring fingerprint submission through UIDAI-mandated equipment.
Using face authentication: Employing the Aadhaar Face RD app and Jeevan Pramaan application on an Android smartphone enables facial authentication, simplifying the process step by step.
Doorstep banking: Banks extend this service to visit the homes of pensioners, especially catering to senior citizens and individuals with limited mobility.
Checklist for submission:
Pensioners need to furnish the following details for generating the life certificate:
  • Aadhaar number
  • Name
  • Mobile number
  • Self-declared pension-related information: PPO Number, pension account number, bank details, Pension Sanctioning Authority, Pension Disbursing Authority, etc.
  • What if the submission is rejected?
    In the event of rejection, pensioners can reach out to the Pension Disbursing Agency (PDA). Rejection usually occurs due to incorrect particulars provided during the generation of the digital life certificate. Generating a new Jeevan Pramaan with accurate information and biometrics rectifies the issue.
    Cost and considerations
    While some banks may not levy charges for services like life certificate submission, others may do at certain occasions. For example, the doorstep service of India Post Payments Bank (IPPB) offers a digital submission option for pensioners at a nominal cost of ₹70, regardless of whether the pensioner holds an account with IPPB. This effort between the Department of Pension and Pensioners Welfare, the Department of Posts, the India Post Payments Bank (IPPB), and the Ministry of Electronics and IT aims to facilitate the submission process for all pensioners across the country.
