Special Parliament session: Lok Sabha logged 137% productivity and Rajya Sabha 128%

During the special session of Parliament, the Lok Sabha functioned for a total of 31 hours, while the Rajya Sabha functioned for 27.7 hours, according to data released by PRS Legislative Research.

The Lok Sabha recorded 137 percent productivity, while the Rajya Sabha registered 128 percent, during the special session of Parliament this week. The special session began on September 18 and concluded on September 21, a day before it was scheduled to end. This special session had four sittings.

The Lok Sabha functioned for a total of 31 hours, while the Rajya Sabha functioned for 27.7 hours, according to data released by PRS Legislative Research. Most of the time, around 20 hours were spent on non-legislature matters in the Lok Sabha, while in the Rajya Sabha, around 14 hours were spent on the same. Question Hour and Zero Hour were not scheduled for this session.
Only one Bill, the Women's Reservation Bill 2023, or The Constitution (One Hundred Twenty-Eighth Amendment) Bill, 2023, was passed by both the houses during the special session. It marked a significant moment in the history of India, with Prime Minister Narendra Modi thanking all the MPs and political leaders for passing the bill with a majority. The Bill sought to reserve 33 percent of seats for women in the Lok Sabha and state assemblies.
Five Bills were listed on the agenda for the session. However, none of them were taken up during the session. These included:

The Repealing and Amending Bill, 2022, and the Inter-State River Water Disputes (Amendment) Bill, 2019. These were passed by the Lok Sabha and are pending in the Rajya Sabha.
> The Advocates (Amendment) Bill, 2023, and the Press and Registration of Periodicals (Amendment) Bill, 2023, were passed by the Rajya Sabha and are pending in the Lok Sabha.
Meanwhile, discussions were held in both houses on "Parliamentary Journey of 75 years starting from Samvidhan Sabha – Achievements, Experiences, Memories and Learnings". The special session also saw a shift from the old to the new Parliament building on Tuesday after a ceremony held in the central hall of the old complex.
