Railway Minister Ashwini Vaishnaw, who returned to Delhi from Balasore in Odisha after reviewing the rescue and restoration work following the triple train accident, held a high-level meeting with officials here on Tuesday. Sources said Vaishnaw instructed Railway Board officials to draw plans to make the railway network completely tamper-proof from external elements.

- 34 (acts done by several persons in furtherance of common intention) of the Indian Penal Code (IPC) and 
- Sections 153 (unlawful and negligent action endangering lives of Railway passengers)
- 154 and 175 (endangering lives) of the Railways Act.

A team of CBI officials, along with forensic experts, has reached Balasore district in Odisha and started the probe immediately after the registration of the FIR Tuesday afternoon. "The agency, which has little expertise in dealing with the functioning of railways, may need the help of rail security and forensic experts to get to the bottom of the case," a CBI spokesperson said.

Traumatised by what they saw when they reached the three train crash site in Odisha's Balasore district, one NDRF rescuer hallucinated that he was seeing blood and another lost his appetite, the director general of the force said on Tuesday.

He added that keeping in mind these issues faced by some of his personnel, the force has initiated psychological counselling and mental stability courses once they return from a rescue and relief operation where they saw several deaths and victims suffering from excruciating pain.

West Bengal Chief Minister Mamata Banerjee visited a hospital in Cuttack on Tuesday afternoon. There she said that the West Bengal and Odisha governments are working together to provide free treatment to victims of the train collision. Bodies of 103 people belonging to West Bengal have been identified, Banerjee said, while 97 others are under treatment and 31 are missing.

The Secunderabad-Agartala Express was Tuesday halted at Odisha's Brahmapur railway station around noon as passengers alerted railway officials about smoke emitting from an air-conditioning unit inside a coach, officials said.

Though the smoke was controlled immediately, the panic-stricken passengers refused to travel in the coach fearing another electrical breakdown. They demanded a replacement for the coach.

Some passengers first noticed smoke in the B-5 coach and raised an alarm. Following this most of the passengers reportedly got down and refused to re-board the train, an official said.

He is scheduled to speak to general managers of all zonal railways later in the evening through video conferencing, sources said.

Sources said that the meeting focused on safety drills in zones with a special focus on signalling and telecom across the railway network.
