At Interpol's 90th General Assembly, Prime Minister Narendra Modi invoked Chanakya, an Indian philosopher, to emphasise the "inclusive view of law enforcement". Prime Minister Narendra Modi addressed the 90th Interpol General Assembly on Tuesday. Interpol or the International Criminal Police Organization has 195 countries as its members and it helps police in all of these countries "to work together to make the world a safer place".

Addressing the general assembly held in Delhi's Pragati Maidan on Tuesday, PM Modi spoke about "terrorism, corruption, drug trafficking, poaching and organised crimes" and called for "global cooperation for local welfare". He also invoked Chanakaya over "inclusive view of law enforcement".
Here are key highlights from PM Modi's speech at Interpol's general assembly
  • "When the forces of good cooperate, the forces of crime cannot operate...Let communication, collaboration and cooperation defeat crime, corruption and terrorism."
    • "There's need for global community to work even fasters to eliminate safe heaven... there can be no safe heavens for terrorists... and poaching gangs."
    • "Corruption and financial crimes harm the welfare of the citizens of many countries... this money belong to citizens...this is the major source of terror funding. From human trafficking to weakening democracies to sale of illegal arms, this dirty money fund many destructive enterprises."
    • "There's need to further develop international strategies, establishment of early detection and warning systems, protecting transportation, services, security for communication, infrastructure, security for critical infrastructure, technical and technological assistance...many of the thing need to be taken to a new level."
    • "Terrorism, corruption, drug trafficking, poaching and organised crimes — the pace of change of these dangers are faster than earlier. When the threats are global, the response cannot be just local". He urged countries to come together to fight these threats.
      • "Global cooperation for local welfare is our call...Law enforcement, according to Chanakya, helps in gaining what we do not have, protecting what we have, increasing what we have protected and distributing it to the most deserving. This is an inclusive view of law enforcement."
      • "In upholding diversity and democracy, India is a case study for the world... Over the last 99 years, Interpol has connected police organizations globally in 195 countries. This is despite differences in the legal framework and languages."

        • About the event
          India is hosting the event after a gap of 25 years and it will be held in New Delhi's Pragati Maidan. The assembly began on Tuesday and conclude on Friday (October 21).
          PM Modi inaugurated the event and also released a commemorative postage stamp in recognition of the seminal contribution of the Interpol.

          Delegations from 195 member countries comprising ministers, police chiefs of countries, heads of national central bureaus, and senior police officers attended the event.
          Union Home Minister Amit Shah, Interpol President Ahmed Naser Al Raisi, and Secretary General Jurgen Stock as well as the CBI director are also present on the occasion.
          The general assembly is Interpol’s supreme governing body and meets once a year to take key decisions related to its functioning. The event provides India with an opportunity to showcase its best practices law and order system to the entire world, an official statement said.
          What to expect
          1. Several presentations, workshops, and discussions will be held on topics like the future of policing, Interpol’s Global Crime Trends Report, and policing initiatives related to crimes like financial crime and anti-corruption, cybercrime, and crimes against children.
          2. The meeting will also see discussions around the organisation’s new I-Familia database, which helps identify missing persons using family DNA.
          3. The upcoming General Assembly will see elections for the two vacant posts of the vice president for Europe and the delegate for Africa. Currently, the post of the President of the organisation is held by Ahmed Naser Al-Raisi and the Secretary-General is Jürgen Stock.
          4. Panels will be constituted. A special panel will be formed for the centenary celebrations of the organisation’s existence in 2023, a panel on diversity and another one for multi-stakeholder strategic partnerships.
