Gurugram bans firecrackers in compliance with Supreme Court order

The Gurugram district administration has imposed a ban on firecrackers ahead of the festive season from November 1 to January 31, 2024, to combat rising pollution levels.

Ahead of the upcoming festive season, the Gurugram district administration has issued a ban on the storage, sale and use of firecrackers in a bid to combat rising pollution levels. The ban is in effect from November 1 to January 31, 2024.

District Magistrate-cum-DC Nishant Kumar Yadav issued orders instructing e-commerce giants Amazon and Flipkart not to accept any online orders for firecrackers during this period.
This action comes after the Supreme Court denied the sale of barium and joint fireworks, permitting only the sale of "green firecrackers" in the Gurugram district. Green firecrackers are known to emit fewer pollutants compared to their traditional counterparts. The ban encompasses all other types of firecrackers and sticks due to their significant contributions to air and noise pollution and solid waste-related issues.
The orders outline specific time frames for bursting green firecrackers. They will be allowed only from 8 pm to 10 pm on Diwali and from 11:55 pm to 12:30 am on Christmas and New Year.
The Gurugram district administration has invoked the Explosive Substances Act of 1884 and the Explosive Substances Rules of 2008 to enforce this ban. The responsibility for ensuring compliance with these rules falls upon the Gurugram Police, Municipal Corporation Gurugram, and Manesar. Additionally, regional officers of the Pollution Control Board have been tasked with monitoring air quality regularly.
Stringent action, as outlined in the Criminal Procedure Act and Explosive Substances Act of 1884, awaits those who violate these orders.
Delhi recently issued a similar ban, prohibiting the manufacturing, sale, store and use of firecrackers. Apart from this recent firecracker ban, the Haryana government also issued a ban on hookahs in bars, restaurants and hotels.
