Delhi government targets 25% new vehicle registrations to be electric by 2023

In a major move to fight pollution, the Delhi government on Tuesday released the draft Delhi Electric Vehicle Policy 2018, which is targeting 25 percent of all vehicle registrations to be electric by 2023.

In a major move to fight pollution, the Delhi government on Tuesday released the draft Delhi Electric Vehicle Policy 2018, which is targeting 25 percent of all vehicle registrations to be electric by 2023.

The policy talks about strengthening the infrastructure for battery charging and swapping stations to provide access within 3 kilometre range from anywhere in Delhi and creating more  jobs in driving, selling, financing, servicing and charging of electric vehicles.
Sh Kailash Gahlot, transport minister, said, "Recognising the need for a new approach to kick-start electric vehicle adoption, we have drafted a comprehensive Delhi Electric Vehicle Policy with an aim to make Delhi a leader in adoption of electric vehicles. We believe that going electric and breathing better are two sides of the same coin!”
Electric Two Wheelers
There will be a subsidy of up to Rs 22,000 on purchase of two wheelers to ensure their cost is less than or equal to petrol two wheelers. There is an additional subsidy for models with swappable battery.
Also, electric two-wheeler taxis will be allowed to provide last mile connectivity and incentive of up to Rs 15,000 on old BS II and BS III two wheelers will be scrapped.
Electric Auto Rickshaws
There will be open permit system for e-autos in Delhi and individual eauto owners will get down payment subsidy up to Rs 12,500 and 5 percent interest subvention. There will be Rs 10 cashback per trip for passengers using e-autos.
Erickshaws
For erickshaws, the advanced batteries will be replaced by lead acid batteries and there will be a payment subsidy of Rs 20,000 and 5 percent interest subvention for erickshaw owners.
Ecabs
There will be full waiver on registration fees, road tax and MCD one-time parking fee for ecabs.
Ebuses
There will be at least 50 percent of all new fully electric buses procured for the city fleet starting with the induction of 1,000 electric buses in 2019.
There will be incentives to private stage-carriage vehicles to ensure that electric vehicles make up at least 50 percent of the entire public transport system in Delhi by 2023.
Electric Goods Carriers
Purchase subsidy up to Rs 20,000 for the first 5,000 ecarriers with advanced, swappable batteries. They will be exempted from prohibition on plying and idle parking of lights goods vehicles during specified timings.
Public Charging Stations
The battery charging and swapping stations will be setup across Delhi with private sector participation at existing public parking zones, bus depots and terminals, metro stations etc and up to 100 percent of capital subsidy will be provided to energy operators. There will be special electricity tariff for operation of battery charging and swapping stations
Private Charging Stations
There will be 100 percent subsidy on installation of charging point up to Rs 30,000 per charging point for the first 10,000 points at residential or non- residential buildings and building bye-laws will be amended to make  home and work place parking EV ready.
Also, electricity tariffs will be available for all charging points connected to a single point-of-delivery meter.
Battery Reuse and Re-cycling
There will be a nodal agency to act as an aggregator for purchase and resale of old, reusable batteries and no direct disposal will be allowed.
States like Karnataka, Kerala, Telangana, Maharashtra, Andhra Pradesh and Uttar Pradesh, have also announced an electric vehicle (EV) policy to complement the national policy and address state-specific needs.
