Section 144 has been imposed in the entire Delhi for a month in view of the farmers' call for 'Delhi Chalo' march to the national capital on February 13, Delhi Police Commissioner Sanjay Arora said on Monday, February 12.
The order issued by the Delhi Police Commissioner Arora prohibited any type of rally or procession and blocking of roads and passages. The order shall come into force on February 12 and shall remain enforce up to March 12. Delhi Police order has imposed a ban on tractor rallies trying to cross the borders of the national capital.
The order read the Samyukta Kisan Morcha (SKM), the Kisan Mazdoor Morcha (KMM) and several other farmers unions and associations have announced a 'Delhi Chalo March' on February 13 to hold a protest outside the Parliament House to press for their demands.
The order said, "There is an imminent risk of widespread tension, public nuisance, public annoyance, social unrest and the potential for violence on account of the participants of the march entering into the territory of New Delhi. The participants are likely to use tractors, trolleys, trailers as mode of transport for entering into the territory of Delhi which will inevitably be a great hazard on roads and will cause danger to other road users, residents of Delhi."
The order also said, "There is a likelihood that some anti-social elements, agitator groups may take advantage of the situation and indulge in activities prejudicial to the maintenance of peace, public order as well as law and order in Delhi." "Therefore, to ensure public safety, tranquility and public order in Delhi, it has become imperative to take all required precautionary steps to keep a check on the activities of the participants of the above-mentioned march for which no permission has been granted," it added.
North East DCP Joy Tirkey told ANI, "We are monitoring everything including social media and the inputs we are receiving. We have deployed advance porters deep inside UP, Haryana and Punjab. We are getting live information. We started our arrangements in North East district on February 11. According to the information, there will be a little pressure on the Singhu and Tikri border. A detailed arrangement has been issued. Border checking will be multi-layer and we are using vehicles, JC barricades and iron barricades. We will be prepared for what happens tomorrow."
Several farmer associations, mostly from Uttar Pradesh, Haryana and Punjab, have called for the march on February 13 to
demand a law guaranteeing MSP for their produce, one of the conditions they had set when they agreed to withdraw their agitation in 2021.
According to the advisory, traffic restrictions/diversions will be imposed from Monday, February 12, for commercial vehicles. Traffic restrictions/diversions will be imposed at Singhu Border from February 12 for commercial vehicles and from February 13 for all type of vehicles, it said.

Traffic restrictions have been put in place at the Singhu, Ghazipur and Tikri borders in the national capital. The borders have been fortified with concrete blocks and iron nails to prevent vehicles carrying protesters from entering the city.
Police have deployed more than 5,000 security personnel while cranes and earthmovers carrying large containers to block the road were also at work.
